In her address, Minister Kayikwamba Wagner urged the international community to move beyond a narrow focus on conflict management. Huang Xia, the Special Envoy of the UN Secretary-General for the Great Lakes region, also addressed the meeting. He highlighted that natural resources should not be viewed solely as drivers of competition or conflict.

According to the UN diplomat, these resources possess immense potential to serve as powerful catalysts for regional cooperation, stability, and enduring sustainable development.

The Special Envoy further stressed that creating tangible economic opportunities remains an indispensable element for securing lasting peace throughout the Great Lakes region, influencing broader African politics.

A crucial prelude to the July 22 debate

This Arria-formula meeting marks the beginning of an important diplomatic phase, culminating in a high-level public debate of the Security Council on July 22. This upcoming debate will be presided over by the President of the Republic, Félix Antoine Tshisekedi Tshilombo.

Through this initiative, the Democratic Republic of Congo aims to position the crucial issue of natural resource governance at the forefront of international discussions on peace and security. The nation is actively advocating for a more coherent normative framework that is better tailored to the unique realities of resource-producing countries.
